Jose Luis Chavez Calva

Jose Luis Chavez Calva is a consultant and entrepreneur, with a specialism in network theory, manufacturing, tech and sustainability. His career began with a Bachelor’s degree in Administration from the Universidad Autónoma Metropolitana de Azcapotzalco in 2007, followed by a Master’s degree in Economics at El Colegio de México.

His expertise soon found a real-world application at the Economic Planning Unit of the Mexican Secretariat of Finance and Public Credit (SHCP), where he spent the next two years. Amongst other contributions, he helped set up the Systemic Risk Committee for the Financial Sector, devised mitigation policies to counteract the impact of the 2009 economic crisis and improved the oil price estimation protocols for the Federal Government’s economic budget. During this time, he was selected to represent the SHCP (Secretaría de Hacienda y Crédito Público – Secretariat of Finance and Public Credit) in the International Monetary Fund’s macro-finance program.

In 2011 he left Mexico to begin a Ph.D. in Economics at the University of Essex in the UK. His doctoral research focused on network theory, with the analysis of individual effects on economic volatility in the financial and industrial sectors, and propagation mechanisms in the energy sector.

After finishing his doctorate, and despite offers of work in the UK, José Luis decided to return to Mexico to contribute to the federal government, initially as General Coordinator of Electric Markets at the Energy Regulatory Commission (CRE), and later as Head of the Electricity Unit. His role was crucial to the development of the nascent Mexican electricity market, particularly as regards the establishment of regulations for distributed generation, distribution and transmission tariffs, market monitoring and clean energy certificates.

After his service at CRE, he dedicated a sabbatical year to teaching Macroeconomics at his alma mater, El Colegio de México, while further developing his own expertise in the oil, gas, mining and clean energy sectors. He then spent two years working as an expert advisor for Mexican and international oil and gas projects, with particular focus on financial structuring and business processes. He relocated to Europe to advise entities in the UK, UAE, Saudi Arabia and Eastern Europe about the Latin American energy market, providing regional and country-specific macroeconomic energy analyses and identifying opportunities within the energy and mining sectors.
Equally, he also provided guidance for Latin American companies seeking expansion into Europe and the Middle East. Later he began focusing on clean energy integration projects combined with productive processes – in particular, solar energy and vertical agriculture – which he considers crucial for the evolving economies of developing countries and for environmental sustainability. His remarkable contributions and achievements have been recognized throughout his career.
The National Council of Science and Technology awarded him an academic excellence scholarship for his master’s and doctoral studies. He also received the 2011 National Public Finance Prize from the Chamber of Deputies.
